I may buy a tikka t3x and purchase the carbon fiber barrel (22 inch) from proof. Do the proof carbon barrels work with this stock?
yes it will.

Does the gen 1 phoenix fit both T3X, and T3X ctr rifles?
the gen 1 and gen 2 phoenix fit both the T3 and T3x but the bottom of the stock needs to be machined for the CTR to fit. The CTR model has a totally different bottom metal.
